The official Emergency Response Guidebook (ERG) is a guide for use by transporters, firefighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving a hazardous material. It is used by first responders in (1) quickly identifying the specific or generic classification of the material(s) involved in the incident, and (2) protecting themselves and the general public during this initial response phase of the incident. The ERG is updated every three to four years to accommodate new products and technology.

Fire Engineering magazine -- Article: What's New with the 2016 Emergency Response Guide by Steven L. Hermann  07/08/2016  http://www.fireengineering.com/articles/2016/07/2016-emergency-response-guidebook.html

" Thhe release of the newly revised 2016 Emergency Response Guidebook (ERG, the country's most widely used hazarodous materials reference, has been anticipated for months by thousands of fire departments across the U.S. and Canada.  ... The revised ERG2016 includes general updates to the ERG2012, expanded sections and hundreds of technical changes, but no major revisions.  The guidebook retains its strongest asset-- the use of vital, nontechnical, easy-to-follow information in a brief, practical form."

"Your emergency service vehicle should always contain a copy of this book, which has become one of the most popular publications ever printed by the U.S. Government"

"Truck drivers hauling hazmat shipments would get more direct benefits, assuming they aren't incapacitated in the crash  ... truck drivers should note the updated hazardous materials listing (totaling 3,500 different materials ) and a flow chart in the front of the book intended to help first-responders and truck drivers alike find recommended hazmat clean0up actions faster.
